For Indigenous Nations, Leadership, and Economic Development Teams

Nothing required of your Nation. A file your Nation can see, test, and challenge.

Companies increasingly publish claims about the benefits flowing to your Nation — jobs, contracts, contributions, partnerships. The Pehta Framework turns those claims into things your Nation can see, test, challenge, and correct. Everything below is free, and none of it obligates your Nation to anything.

What the Framework Makes Available to Your Nation
Clause 7.9

You see the data behind every claim about you

When a company attributes employment, contracts, contributions, benefits, or equity to your Nation, it must offer your leadership access to the records behind those numbers — scoped to your Nation, by the date of publication, free of charge. Not a summary: the data.

Clause 4.6

No machine speaks for your Nation

Community-linked data cannot train or be sent to external AI services outside your Nation’s data-governance and consent requirements. Synthetic identities, testimonials, and consents are not evidence. Tools may assist review; they cannot speak for your Nation. No endorsement state exists for a machine to manufacture. Clauses 4.6.3–4.6.5

Clause 5.10

Your Nation gets its own version of the statement

Every issued Statement has internal, Nation, and public versions. Your Nation receives its own data at working granularity within the required period. Nothing is asked in return: no affirmation, rating, validation, or sign-off is sought or recorded. Your Nation may ask questions, obtain corrections, bring a challenge, or do nothing. None of these actions, or silence, can be turned into a company credential. Clauses 5.10, 7.9.10.2–7.9.10.3

7.9.7

You can challenge it — and they must answer

Acknowledgement within 5 business days. A substantive written answer within 30 days. Corrections republished when you're right. A standing prohibition on retaliation. Unresolved matters escalate to the Pehta Foundation.

PT2

Your voice is published in your words — or not at all

The testimonial topic is leadership-only, verbatim, and consent-gated. Companies cannot edit, excerpt, or cherry-pick. Declining to respond is your Nation's right, and it is reported neutrally — as a count, nothing more. The Framework requires outcome-neutral reporting: a non-response is never to be presented as approval, opposition, or an assessment of the relationship. What ends is companies filling your Nation's silence with their own words.

PT3.3.1

Your members' identity data never touches the employer

Employment counting runs through an independent, anonymized process. Your members choose whether to participate, may verify through Nation-governed identity services if they wish, and can withdraw at any time. The company only ever receives percentages.

PT10

Ownership finally gets counted — and so does its absence

Every company must disclose whether Nation equity in its projects is ever on the table: its criteria, its decision-makers, and how many opportunities were offered, requested, concluded, or declined each year. "We have no criteria" must now be said out loud.

PT7.0.4(c)

Your commercial choices are respected, not ranked

A 51/49 joint venture, a Nation-owned limited partnership, and a 100%-owned company all count at full contract value. The Framework never discounts procurement by ownership percentage — how your Nation structures its enterprises is your decision.

PT9

You can define your own measures

Your Nation can activate disclosures it designs — cultural, environmental, economic — reported on your definitions, your cadence, and your verification terms. Companies must invite this; only your Nation can activate it.

The Index

Your Nation controls its own identity in the system.

The Community Identifier Register is the index that ties every data point to a Nation. It is governed by rights-holders: your Nation controls its own entry, its name and language forms, and any amalgamation or succession. No entry is ever changed or removed without your direction, and inclusion is never represented as a determination of rights, title, or status.

Status: the Register's draft governance rules and specification are prepared for the December exposure period; the populated Register is in development, pending the convening of its rights-holder governance body. Nations may register interest in that body, or pre-register an identifier request, now.

To register your Nation's identifier, direct changes to an existing entry, or ask how the Register is governed, write to info@pehta.org.

Your Voice in the Standard Itself

Nations' comments carry the most weight of any voice in this process.

The Framework's public comment period runs 1 December 2026 to 30 May 2027. Every part of it — the Topics, the access machinery, the Register governance, the testimonial instrument — is open to your Nation's comment, and the Foundation's redeliberation gives rights-holder submissions primacy.

Your data. Your access. Their duty to correct.

7.9.10.3

Wrong data is theirs to fix

A call or email to the named contact is enough to raise a concern. Where the information shows an error, the reporting entity must correct it without waiting for a formal Challenge Notice. The Foundation convenes and records unresolved matters; it does not adjudicate them.

7.9.11

One place to see claims about your Nation

The proposed Pehta Disclosure Registry holds your Nation versions, the reporting entities and boundaries concerned, contacts, and correction records. Only representatives your Nation designates can access its records. It holds no Nation approval or verdict and never exposes another Nation’s community-linked data.

7.9.10.4

Omitted Nations can seek inclusion

A materially affected Nation omitted from the Affected-Nation Register can require inclusion, receive an account of what was and was not attributed and why, and challenge its exclusion. Access and escalation are free.
